Pre-Approved Accessory Dwelling Unit Program
The City of Bainbridge Island is participating in a countywide program to provide a variety of pre-approved Accessory Dwelling Units (ADU) building plans for use free of charge in Kitsap County. This program is led by the Kitsap Regional Coordinating Council (KRCC) in collaboration with all Kitsap County jurisdictions, including Bainbridge Island, Bremerton, Port Orchard, and Poulsbo. Pre-Approved ADU Plans
Plans for five (5) approved models of ADU plans are available now – see details about each of the options below. The Salish model will be available pending final plan approval.

Important Considerations
The City of Bainbridge Island is excited to offer this opportunity for pre-approved ADU building plans – before getting started, please review the following considerations:
- Plan selection: Choose from the available pre-approved ADU plan sets, then complete & submit the plan request form to permittingsubmittal@bainbridgewa.gov to obtain the full, stamped plan set from the Planning & Community Development Department.
- Site selection: The City strongly encourages anyone who is interested in building an ADU to contact the Planning and Community Development (PCD) Department to discuss site feasibility such as zoning, critical areas review, shoreline designations, and other land use requirements.
- Project Review: All ADU plans will need to be reviewed by COBI staff in addition to the Building Department to ensure compliance with the City’s land use regulations, development standards, and environmental protection laws. Pre-approved ADU plans are still required to undergo the necessary review process for project approval.
- Additional Fees: Although pre-approved ADU plans are free, additional fees will be required as part of the permitting process. The fees cover the costs of reviewing your applications, permits, and inspections. Final permit fees will be calculated at the time of payment. An Accessory Dwelling Unit (ADU) is a separate living quarters containing kitchen facilities, where the living quarters are contained within or detached from a single-family dwelling on a single lot. (BIMC 18.36.030.10)
- What is a ‘pre-approved’ ADU plan?

A ‘pre-approved’ ADU plan has been designed to meet the City’s building code and design guidelines. This helps expedite the review process and eliminates design costs for the user.
- What are the fees or costs for ‘pre-approved’ ADUs?

Anyone can use a pre-approved ADU plan in Bainbridge Island at no cost. This means you won’t need to pay an architect and structural engineer to use the pre-approved designs.
- Are there other fees required to use a pre-approved ADU plan?

There are several additional fees to consider, including, but not limited to, building permit and plan review fees and utility connections, for example. The fees cover the costs of reviewing your applications, permits and inspections. Final permit fees will be calculated at the time of payment.
- How do I get started?

The first step in getting started with any development project is identifying and researching the project site. Next, select a pre-approved ADU plan from the options currently available and complete and submit the plan request form. Gather the necessary information to prepare and submit the application packet. At any point in the process, contact the Planning & Community Development Department staff for information or questions regarding zoning requirements, critical areas, and other land use considerations. City of Bainbridge Island staff will perform the required project review; during the review period, monitor outreach and follow-up on any information requests required for review. If the project meets the conditions of the review, notice will be sent with instructions to receive the permit and start construction.
