Development Engineering
Development Engineering is a work unit in the Engineering Division within the Department of Public Works. The role of Development Engineering is to be a resource to the public and the organization as a whole. Development Engineering oversees the reviews of infrastructure installation, for example, for drainage or a sewer and water line by a developer subdividing a piece of property or for a stormwater line applicable to a road that needs to be built to service a new home or commercial building. Development Engineering assesses the designs provided and gives input, carries out site visits and inspections, and accepts assets into City ownership. Over the course of a land development project, you can expect to spend some time with the Development Engineering team. Development Engineering will work with you to ensure that the assets you create are a good fit for your project and in accordance to the City’s standards and requirements.
- Development Engineering works with development projects to ensure that infrastructure needs and assets are a good fit project-wise and in accordance with the City’s Design Standards and requirements. Development Engineering assesses project designs and provides input, carries out site-visits, inspections, and accepts assets into City ownership.
Geologically Hazardous Areas
Due to Bainbridge Island's unique landscape, geologic hazards can include erosion hazard areas, landslide hazard areas, and seismic hazard areas.
Low Impact Development (LID)
Please see the LID links and guidance page that will list the site assessment requirements needed for a planning permit Pre-Application Meeting per the COBI Administrative Manual. Additionally, you will find information on the proposed Ordinances and Resolutions implementing the site assessment changes and some other useful links and guidance on the new requirements for permitting.
Site Assessment Review or SAR
The Site Assessment Review process is required by Chapter 15.19 of the Bainbridge Island Municipal Code and is an opportunity for you and your design professionals to learn more about the Stormwater requirements for your project. During the SAR process, you will receive feedback from a Development Engineer and other City staff as appropriate. City staff will assist you in identifying project requirements and potential issues; staff will not provide or suggest a specific Stormwater design for your project but may provide recommendations on Low Impact Development (LID) strategies applicable to your site and project.
Transportation Impact Fees
Transportation Impact Fees are used by the City to pay for transportation projects. All projects are required to submit a TIF Application and Worksheet for review of TIF applicability.

- Development Engineers may conduct brief walk-in counter visits (20 mins max) for pre-permitting questions Tuesdays, Wednesdays and Thursdays from 8 am to noon (subject to schedules and availability).
- Longer or more complicated discussions may be arranged with DE staff.
