History - Utility Facts

Bainbridge Island is 28 square miles with 53 miles of shoreline. The island is divided into 12 drainage basins with approximately 39 inches of annual rainfall. The city is home for a population of approximately 23,000 residents.

A storm and surface water utility was created and established by Ordinance Number 86-27, passed on July 16, 1986. The utility is administered under direction of the city manager or designee. In 1987, the City of Winslow established a monthly mandatory storm and surface water fee. In 1991, the storm and surface water utility was expanded to the entire island.
