South Island Sewer Connections: Annual 30-Day Open Call

On May 27, 2025, City Council adopted 2.14A Supplemental South Island Sewer Connection Procedure, effective June 1, 2025. The approved document outlines the policy and procedures associated with distribution of additional South Island Sewer Connections (characterized as Equivalent Residential Units or ERUs) made available to the City via the inter-local agency agreement between City of Bainbridge Island and Kitsap County Sewer District #7, dated October 25, 2024.   

Per the approved policy and at the direction of the City Council, the Public Works director will open an annual 30 day Call for Sewer Connections for 2025 per the Public Works Department Memorandum: South Island Sewer Connection Policy and Procedure Following the open call period, City staff will review the applications, clarify any questions with applicants, and finalize applications. Staff will then prepare an evaluation and prioritization of the received application forms and provide a summary along with recommendations to City Council for consideration of approval at a regular business meeting.   

In 2026 and 2027, the open call period will be from June 1 to June 30, with any remaining connections addressed in 2028.

Respondents who live within the gray or pink highlighted areas on the South Island Sewer Service Area map may submit an application for a new connection to the sewer system by completing a COBI Water Sewer Availability Application form. Please note on the application that it is for a South Island Sewer new connection, and provide as much information as possible to allow staff to evaluate eligibility and priority in accordance with the classifications established in the revised policy.
