Country Club Bulkhead Reconstruction
Project Overview
The project consists of the repair of the bulkhead wall with multiple sections of repair work occurring along 1,200 linear feet along with additional required mitigation, landscaping, and beach nourishment in order to meet the Army Corps and NOAA permit conditions. The bulkhead work will consist of repairing sections of bulkhead in between the sections that were repaired during the emergency work in 2021. The mitigation required for both the emergency bulkhead repairs and the total repairs will occur over the next five years.
The bulkhead repairs will be performed between August 1st and October 12th, 2024 in order to meet the fish window and Washington Department of Fish and Wildlife requirements.
Project Status Update
October 31, 2024 - On Friday, November 1st, Country Club Road will be opened to two-way traffic after almost 5 years of a single-lane restriction. The opening is the result of repairs to the shoreline bulkhead, which were performed in two phases between 2021 and Summer 2024. City staff will be monitoring the location every 6-months to ensure that the roadway remains safe for two-way traffic. Further improvements to the bulkhead or adding new bulkhead to the area east of the recent improvements are not currently planned due to significant permitting restrictions at the federal, state and local level. In early 2025, City staff give a presentation to the City Council on the challenges associated with shoreline road management.
September 2024 - The work on the bulkhead is ongoing and is expected to be completed at the end of October with ongoing mitigation occurring over the next four years.
July 9, 2024 - City Council authorized the construction contract with Sealevel Bulkhead Builders for the Country Club Bulkhead Reconstruction project.
March 26, 2024 - City Council authorized advertisement for construction bids for the Country Club Bulkhead Repair Project.
Project construction is planned for August and September 2024, contingent upon The US Army Corps of Engineers permits and mitigation approvals. Currently the project is under review by NOAA and the US Army Corps. We are working closely with these governing bodies, as well as Washington Department of Fish and Wildlife (WDFW). The project will be constructed within the fish window and timing provided by WDFW and the timing from the CORPS and NOAA.
