Project Summary

The City of Bainbridge Island is seeking qualified professionals to submit Statements of Qualifications for photography and video production services. The City Council identified communications as a priority, and we are looking for fresh ideas and enthusiastic expertise to support City communications efforts. 

Scope of Work
  • We are seeking a consultant, with an eye for storytelling, to create an archive of photographs for, but not limited to, use on the City’s website, social media, COBI Connects (printed newsletter), City Manager’s Report (weekly e-newsletter) and outreach materials. The City will provide a detailed list of photo requests (e.g., scenic and beauty shots, ongoing projects, infrastructure, etc.) to consultant. The consultant may also serve as on-call photographer for the City when assignments arise that require professional photography.
  • We are seeking a consultant with demonstrated expertise in video storytelling to support the development and production of videos for communications, education and marketing efforts. This will include shooting, proper light techniques and editing. 
  • The consultant must provide equipment and be able to shoot and edit video clips.
  • The consultant will work with the Communications Coordinator to support and identify projects.
  • The City desires, but it is not required, that consultant can provide or facilitate drone aerial photography and/or video production (consultant is required to have commercial general liability insurance and must ensure permission from the Federal Aviation Administration (FAA) to operate a drone). Consultant will discuss and organize shoots with the Communications Coordinator and provide post-production editing as necessary.
  • The consultant will provide video projects on a mutually agreed upon format that can be played on the City’s website and social media platforms.
  • The consultant will help set up a YouTube channel for the City. 

Submission Requirements
 

Individuals or firms wishing to respond to this RFQ must submit a written Statement of Qualifications (SOQ) that clearly and accurately demonstrates an understanding of the scope of work to be done and the applicant’s specialized knowledge and experience showcasing an ability to perform the services outlined in the scope of work. Each SOQ must include the following components: 
  • Resumes of the professionals who will perform the work.
  • Three references.
  • Three samples each of photography and video work that demonstrate ability to cover a range of topics.
  • Fee schedule/hourly rate (including any administrative fees or surcharges).
Responses to this RFQ should be received by 4 p.m. Friday, April 10. Responses should be sent under the subject “Photography and Video Production Services RFQ” to . The maximum file size allowed is 75 MB. Applicants may also submit photographs via Dropbox. For video submissions, please send a website link.

Evaluation/Selection Process
  • April 10 Deadline to submit

Evaluation Criteria

A qualifications-based selection process will be used to select finalists from the pool of applicants and to select the most qualified applicant. The following information will be used to evaluate and rank responses to this RFQ:
  • Demonstrated skills in photography.
  • Demonstrated skills in video production (shooting, lighting, editing).
  • Strong storytelling skills and ability to conduct interviews to better understand a topic.
  • Ability to meet at City Hall and/or other locations on Bainbridge Island to shoot photos and/or video (and conduct interviews for video projects).
  • Ability to meet deadlines.
  • Flexible approach to work timelines (deadlines, project information and City Council agendas change often).
  • Fresh perspective and interest in community issues and Bainbridge Island’s local character.
  • Willingness to learn about and be informed on City projects, City Council discussions, etc.
  • Attention to detail.
  • Background in journalism.
  • Compliance with RFQ requirements.
  • Professional references.
  • Fee schedule/hourly rate (including any administrative fees or surcharges).

Selected applicants will be required to execute a City of Bainbridge Island Professional Services Agreement and obtain a City of Bainbridge Island Business License.

The City reserves the right to reject any and all submittals and to waive irregularities and informalities in this RFQ process. This RFQ does not obligate the City to pay any cost incurred by applicants in responding to this RFQ. All such costs shall be borne solely by each applicant. Furthermore, this RFQ does not obligate the City to enter into a contract with any applicant responding to this RFQ. 

In the event that the City and the most qualified applicant cannot negotiate a mutually agreeable contract for the services specified in this RFQ at a price which the City, at its sole discretion, determines is fair and reasonable, the City reserves the right to terminate negotiations with that applicant and begin negotiations with the next most qualified applicant or begin a new process to select a consultant to perform the services specified in this RFQ.
