Photography and Video Production Services 

The City of Bainbridge Island is seeking qualified professionals to submit Statements of Qualifications for photography and video production services. The City Council identified communications as a priority, and we are looking for fresh ideas and enthusiastic expertise to support City communications efforts. The City anticipates utilizing these services on a rotational or on-call basis. An overview of the tasks is provided below.

  • We are seeking one or more consultants with an eye for storytelling, to create an archive of photographs for, but not limited to, use on the City’s website, social media, COBI Connects (printed newsletter), City Manager’s Report (e-newsletter) and outreach materials. The City will provide a detailed list of photo requests (e.g., scenic and beauty shots, ongoing projects, infrastructure, etc.) to consultant. The consultant may also serve as on-call photographer for the City when assignments arise that require professional photography.
  • We are seeking one or more consultants with demonstrated expertise in video storytelling to support the development and production of videos for communications, education and marketing efforts. This will include shooting, proper light techniques and editing.
  • Consultant must provide equipment and be able to shoot and edit video clips. Consultant may be asked to provide a packaged video project or separate video clips for other projects.
  • Consultant will provide a mutually agreed upon means of delivering end products through online services and/or external hard drives.
  • Consultant will work with Communications Coordinator to support and identify projects.
  • We are seeking one or more consultants who can provide or facilitate drone aerial photography and/or video production (consultant is required to have commercial general liability insurance and must ensure permission from the Federal Aviation Administration (FAA) to operate a drone). Consultant will discuss and organize shoots with the Communications Coordinator and provide post-production editing as necessary.
  • Consultant will provide video projects on a mutually agreed upon format that can be played on the City’s website and social media platforms.

 
 
Desirable Qualifications
 
The ideal consultant(s) will have experience and demonstrated success in the following areas:

  • Demonstrated skills in photography.
  • Demonstrated skills in video production (shooting, lighting, editing).
  • Strong storytelling skills and ability to interview staff to better understand a topic.
  • Ability to meet with staff at City Hall and/or other locations on Bainbridge Island to shoot photos and/or video (and conduct interviews for video projects).
  • Ability to meet deadlines.
  • Flexibility (deadlines, project information and City Council agendas change often).
  • Ability to take edits and changes well.
  • Fresh perspective.
  • Attention to details.
  • Journalism background highly desirable.
     

Submittal Content 
 
A Statement of Qualifications (SOQ) for the Photography and Video Production Services RFQ should include the following:

  • Resume of the professionals who would perform the work.
  • Three references.
  • Three samples each of photography and/or video work that demonstrate ability to cover a range of topics. Link to portfolio also acceptable.
    1. Consultant(s) may submit only photography or only video work if only applying to do one of those specialties. If applying for both photography and videography, consultant (s) should send three examples of each.

Evaluation Criteria
 Evaluation of RFQ responses will be based upon the following:

  • Success in developing similar projects.
  • Quality of representative projects and experience.
  • Qualifications of project team and key project managers (as applicable), including references.

General Provisions and Conditions
 The City reserves the right to:

  • Reject any and all responses
  • Waive minor irregularities in a response
  • Cancel, revise, or extend this solicitation
  • Request additional information on any response beyond that required by this RFQ
  • Have the final decision on the selection
  • Modify the timeline and to issue addenda to this document

Submission Requirements
Interested entities must submit an electronic copy of the response to the RFQ under the subject “Photography and Video Services RFQ” to . The maximum file size allowed is 75 MB.  Applicants may also submit photographs via Dropbox. For video submissions, please send a website link. The City will become owner of all submitted materials and will not pay any costs related to any responses to the RFQ.  All consultants must demonstrate compliance with the City’s insurance requirements at the time of contract approval and obtain a City Business License.
