Bainbridge cannot grow any more than its current zoning allows. Without a guaranteed water source the island cannot grow as the state's GMA would force upon the community. While the USGS claims there is enough water, unless the USGS guarantees water for the island, we cannot risk our fiscal resources in the case that the USGS is wrong. The USGS has been consistently wrong about the amount of recoverable oil in US oil fields.
As an island we cannot be held to the same standards of growth as mainland cities. If our population exceeds 30,000 (the approx max number given existing zoning), we cannot afford dry wells. A multi-year drought and/or two many people would cost the island $500 million in pipeline or desal plant.
Do not trust the USGS unless it agrees to indemnify the island in the event we run out of water due to GMA-mandated up zoning on the island.
The USGS will not indemnify us. Nor will the State of Washington. Therefore, no GMA compliance is required for the island.

We have many goals and ideas laid out in our comp plan. Yet we have not been able to see how we are progressing towards meeting these goals. It is time for us to establish some METRICS, or a methodology to measure our progress. For example, we have an affordable housing element, yet we have very little to show for it. Why is that? Sustainability is a global initiative that requires everybody’s participation and stewardship. For example, fossil fuel consumption in other cities and nations like LA, China or India affect our air quality here on Bainbridge Island. Similarly, what we do here on Bainbridge like driving to shop in Silverdale is affecting rising the sea levels in the Maldives and other coast communities. As a passionate local designer, I'm pretty sad that COBI would not consider (advertise the opportunity, alert the local design community, etc) contracting a Pacific Northwest designer or firm to rebrand Bainbridge Island.

Our comprehensive is guided by Five Overriding Principles:
1. Preserve the special character of the Island which includes forested
areas, meadows, farms, marine views, and winding roads bordered
by dense vegetation.
2. Protect the water resources of the Island.
3. Foster diversity of the residents of the Island, its most precious
resource.
4. The costs and benefits to property owners should be considered in
making land use decisions.
5. Development should be based on the principle that the Island’s
environmental resources are finite and must be maintained at a
sustainable level.
These ideals are great, but there’s a problem. Our city government places a higher value on revenues at their expense. The comp plan update process offers us an opportunity to do address this problem. For starters, I suggest addition of a Sixth Overriding Principle:

Its been a busy summer on our Island, and with each year the community seems to grow more. The shorter days are creeping up without notice lately, and I had a rude awakening this week when attempting to turn left into the ferry lane from Winslow Way (facing town @ SR305). It was dark and rainy (6:30am), and I got a green light. Noting vehicles to my right/no oncoming traffic and not seeing anyone in the crosswalk, I began to turn. However, the crosswalk wasn't empty! Thank goodness nothing happened, but the pedestrian and I both had near heart attacks. We both looked back and saw green light for me and walk sign for him. Certainly the pedestrian had right of way, but I looked in all directions myself and with the weather conditions, poor lighting, and non-reflective gear on the pedestrian - made a very challenging driver situation which almost resulted in an accident. We reduced our speed limits this summer, so how soon can we add a turn light at the intersection of Winslow and SR305?

After tonights comp plan workshop I came away impressed that islanders care about environmental sustainability and a lot of other things not necessarily compatible with that ideal. Affordable housing ranked high, some urging denser zoning densities. That MIGHT create more affordability but very likely diminish ecological function.
Sustainable use of our ground water was talked about, but got lost in a wish list of "mobility", farmer's rights, retail development, and high speed internet.
We've got a great start on our Comp Plan update but we really need to recognize the conflicts in our wish list and leave space for addressing them. If we don't, the Comp Plan's ideals are going to continue losing out to financial interests. After all, when money is involved certain goals will take on a life of their own and the ones that don't will get ignored.
As we go forward I propose we identify conflicting goals and policies and put those conflicts in a "parking lot" waiting for solutions?

Suggestion just as Seattle has in place to have a bus lane for the southbound 305 traffic during specific commute times during the week. This would allow the Kitsap Buses to get off the island quicker and not to cause sitting in traffic with long delays. This will not only bring business for the Kitsap buses because this would draw customers to riding the buses but also cut down on traffic at the same time. The hours of restricting cars in this lane could be between 3 and 8pm. Outside those hours drivers would be able to use the bus lane. This would be a lean process suggestion. The time of getting off Bainbridge Island in the evening during the week is very long commute. Suggestion just as Seattle has in place to have a bus lane for the southbound 305 traffic during specific commute times during the week. This would allow the Kitsap Buses to get off the island quicker and not to cause sitting in traffic with long delays. This will not only bring business for the Kitsap buses because this would draw customers to riding the buses but also cut down on traffic at the same time. The hours of restricting cars in this lane could be between 3 and 8pm. Outside those hours drivers would be able to use the bus lane. When the traffic volume peaks in the afternoons as the high school is letting out, the noise of the traffic roar is unbearable from 3:00-4:00pm, because the cars are going FAR in excess of the 25 MPH speed limit. Most are going 35 as soon as they leave the school zone. This road is heavily used by pedestrians and bicyclists, and the speed limit is RARELY enforced. It makes it difficult to feel safe crossing this road, and the noise makes it very unpleasant to live next to it. I see the same happening with traffic on Weaver and Wyatt. Id love to see a fitness park or trials with fitness like equipment along them. I've seen fitness parks around the maple valley area of king county that are very nice and easy to use, maybe something like that? Stayfit is the name of the fitness equipment I believe.

Most in our community recognize the importance of affordable housing, and how we have struggled to keep pace with the growing need. Part of our challenge is mitigating impacts to the environment as we pursue opportunities to create new homes which are affordable. It was clear to all at the recent meeting on the Housing Element, that sustaining affordability is an intractable problem, and the City has not committed itself yet to any sort of measurable goal. Now is the time to set out achievable solutions, albeit small ones. If we can create incentives to produce more affordable homes, those incentives must be tied to permanent affordability and demonstrably green homes. We are not going to build our way out of this problem, but we can use each new project to contribute lay out a better path for our future. The comp plan will be the stepping stone to creating stronger regulations tied to the future we envision. Lets be sure building green and affordable is part of that future.
