Project overview
The Off-Site Pressure Reducing Valve Water Tank project is a sub-project of the Winslow Water Tank Replacement project. This project includes the installation of nine new pressure reducing stations, individual pressure reducing valve assemblies, and approximately 5,800 linear feet of new water main. This work is necessary to accommodate the new two-million-gallon tank. The new water tank will increase fire flow and pressure to some City water utility customers.
Included in the project is the installation of a pressure reducing station adjacent to Madison Avenue and Highway 305 and boring a new water line extension under Highway 305 on Madison Avenue to the intersection of Yaquina Avenue. The water main extension will create a loop in this area of the system, which will improve water quality to customers in this adjacent area.
These improvements are part of the City’s ongoing effort to strengthen the Winslow Water System, enhancing reliability, water quality, and fire flow as we prepare to bring the new, seismically resilient Winslow Water Tank online in early 2026. PRVs keep household pressure steady and protect your appliances with the increased flow.
The Winslow Water Tank Replacement Project will increase the fire flow and pressures to water customers. The off-site water tank improvements will establish pressure zones within the Winslow Water System to mitigate the water pressure to the customer below 80 psi. Nine pressure-reducing stations will be installed creating these pressure zones and 5,800 linear feet of water main. Customers that are in high pressure zones will need an individual pressure reducing valve on their service line.
March 2nd - March 6th: Paving on Fletcher Bay Road NE and NE Foster Road
November and December 2025: Following the initial paving on Madison Avenue and Foster Road that did not pass inspection, the contractor has worked diligently over the past two days to correct much of the issues. Approximately 20% of the paving will still be re-done in 2026 on Foster once the asphalt plant reopens. Madison will also be re-done in 2026. The City appreciates the contractor’s quick turnaround and effort to resolve the problem.

- November, 2025 - Why the New Pavement Feels a Little Bumpy
If you’ve driven on Madison Avenue/305 or Foster/Fletcher Bay Road recently, specifically where upgrades to our water system just completed, you may have noticed the new pavement feels rougher than expected. You’re not imagining it, and yes, you can still drive on it.
During the most recent paving phase, the work completed by the City’s contractor in those locations did not meet the required quality and smoothness standards. Because the asphalt plant closes for the winter, the contractor won’t be able to redo the paving until early 2026.
In the meantime, the roadway will remain open for use, but it may feel uneven or bumpy in spots. Temporary steel plates may also be placed as needed.
The most important thing to know:
he City will not accept the paving as-is, and the contractor will be required to correct the work at no additional cost to taxpayers.Thank you for your patience as we wrap up this phase of work. - As part of the City’s ongoing offsite water tank improvement project, our contractor will be working at the Finch Road and Sportsman Club Road intersection this Thursday and Friday, December 4–5. The work will require a one-lane closure with alternating flagging, and drivers and service providers should expect minor delays. Crews will be installing Pressure Reducing Valve (PRV) vaults.

- November 5th - 26th - Fletcher Bay Neighborhood
The crew is currently working on Foster Road and is expected to reach the intersection of Foster and Fletcher Bay Road NE by November 7th. Flagging will be in progress during work hours.
October 1 - November 2oth - Madison Avenue at Highway 305Ongoing work continues in the is area with intermittent flagging and eastbound lane closure on the west side of the highway.
- Week of October 13th through October 17th - Work will continue as the team extends the casing and begins installing the new water main.
Installation of a new water main will also begin at Fletcher Bay and Foster Road.
- At the Miller Road staging area, the contractor has fenced the site but is adjusting materials to allow angled parking for Kol Shalom's weekend services. City staff are staying in close communication to help minimize disruptions.
- Week of 6th through October 10th - Crews made solid progress this week. The contractor successfully bored a 210-foot path about eight feet below the highway at Madison Avenue and installed a 20-inch steel casing beneath the highway. New pipe was also installed along Madison Avenue from Yaquina toward the highway.
Traffic impacts began on Madison Avenue NE and Highway 305 on October 1st and work is expected to be completed by November 21st.
During this period of time, on the east side of the highway, the westbound lane of Madison approaching the highway will be closed, and the eastbound lane will be open with intermittent flagging during construction.
On the west side of the highway, the north and southbound lanes will be shifted to accommodate two lanes of traffic. The City is working with the Fire Department for emergency vehicle access during construction.
o October 1st - 3rd: Site preparation
o October 6th - 24th: Boring and water line installation under the highway
o October 27th - November 21st: Installation of the water main, pressure reducing valve and connections
July 2025: Temporary easements will be obtained for Pressure Reducing Valves for customers who need them. Construction is estimated to begin in mid-August.
June, 2025:As part of this project, the City will be doing infrastructure improvements to create pressure zones within the water system to mitigate the pressure to customers below 80 psi. Part of this work will be to install individual pressure reducing valves on service lines. The City has hired Backflow Assembly Solutions, Inc. to check the water pressure at select properties, at an exterior hose bib. Postcards have been sent to the select properties informing them of this work and residents will be contacted by Backflow Assembly Solutions for permission to perform this work.
This project has been awarded to SCI Infrastructure, LLC and construction is planned in 2025. The City will be checking with some customers in high zone areas and confirming their water pressure to determine if an individual pressure reducing valve exists or needs to be installed.
