Valley Road Non-Motorized Improvements
Project overview
The Valley Road Non-Motorized Improvements project will review and assess the potential for corridor improvements between N Madison Avenue and Sunrise Drive NE to safely connect non-motorized users to the Rolling Bay Neighborhood Service Center.
The Rolling Bay Neighborhood Service Center is identified in the City’s 2017 Island Wide Transportation Plan as a node of opportunity to connect and improve non-motorized access to the Island’s Town Centers and neighborhoods.
The existing corridor sees regular pedestrian and bike users sharing the road with vehicles due to lack of shoulders and was identified as a Priority 2 and 3 segment for shoulder improvements in the CORE 40 network. The current Sustainable Transportation Plan (STP) identifies Valley Road as an All Ages and Abilities spine in the final network buildout. The stretch of road has also been the focus of recent traffic calming with the implementation of a radar speed sign.
September 2025: The intersection of Valley Road and Sunrise Drive was upgraded to an all way stop.
Design and construction for the project is scheduled for the 2027/2028 budget years. In the interim, staff implemented low-cost spot improvements to improve the corridor safety, including widening the shoulder on the north side of Valley between Jiffy Mart and Kallgren Road NE to provide a safety refuge off the travel lane for pedestrians walking in the area.

September 2025: Traffic revisions to the intersection of Valley and Sunrise are coming soon, courtesy of the Traffic Operations Committee.

Folks who missed the meeting, were able to provide feedback on the Engage Bainbridge - Valley Road NE Non- Motorized Improvements Project until May 20, 2024.
February 2024: The City’s consultant, A.G.O. Land Surveying, LLC, completed a topographic survey of the project corridor.
May 7, 2023: A community engagement open house was held to identify community needs and opportunities for improvements along the corridor.
November 14, 2023: City Council adopted Ordinance 2023-22 for Mid-Biennium Modifications to the 2024 Budget, adding Valley Rd. Non-Motorized Improvements to the Capital Improvement Plan.
