Project overview

The City's Wastewater Treatment Plant Capacity Upgrade project will provide increased organic loading capacity and equipment replacement. It is expected that the biochemical oxygen demand (BOD) loading at the Plant will exceed the current maximum-month load and capacity rating of 2,642 pounds per day in the next three to five years.  The upgrades to the secondary treatment process will increase the permit limits influent maximum-month BOD and total suspended solids loading to 3,200 ppd.  

The City will be replacing the ultraviolet (UV) disinfection system and miscellaneous equipment (secondary clarifier tank drain pumps) that are nearing the end of their service life.  The UV inactivates microorganisms and reduces fecal coliform counts in the effluent prior to discharge to the Puget Sound. The existing UV system was installed in 2005 and the system’s Programmable Logic Controller (PLC) has a high risk of failure.  The City has already experienced challenges in replacing obsolete PLC components.

The project will increase organic load capacity and replace critical equipment nearing its end of service life.
