Ethics Complaints

Ethics complaints allege violation of provisions of the Ethics Code by individuals involved with city government, including major contractors. Citizens seeking to make an Ethics Complaint should complete the request form (PDF).

This form should be submitted to the city clerk, who will forward the request to the city manager (for city employees) or the Ethics Board (for elected officials, members of Committees and Commissions, or major contractors).

Information for Elected Officials

All elected officials should complete, on an annual basis, the conflict of interest form as referenced in the Ethics Program resolution. The form should be submitted to the city clerk by April 15 each year.

A current, former or prospective elected official may request a waiver should there arise an actual or potential violation of the Code of Ethics. Read the full procedure for requesting a waiver from the Ethics Board.

Advisory Opinions

Advisory opinions may be requested from the Ethics Board for a broad variety of concerns. Requests for Advisory Opinions should be in writing and forwarded to the city clerk.

  • Any person may request an advisory opinion from the Ethics Board regarding operating policies of the City Council or Citizen Committees and Commissions in relation to the Code of Ethics.
  • Citizen Committees and Commissions may request an advisory opinion from the Ethics Board regarding operating rules or practices in relation to the Code of Ethics.
  • Individuals may request on opinion as to whether their own behavior has violated or might in the future violate the Code of Ethics or shared values and principles
  • The City Manager or City Council or and citizen may request and advisory opinion from the Ethics Board regarding city policies or practices in relation to the Code of Ethics.

The Ethics Board promotes an understanding of ethical standards for city officials, officers and contractors working with the city, and the general public, modeling respect for all citizens, including elected officials.
