Development Engineering

Development Engineering is part of the division of Engineering to the Department of Public Works (as of the beginning of January 2017). The role of Development Engineering is to be a resource to the public and the organization as a whole. Development Engineering oversees the reviews of infrastructure installation, for example, for drainage or a sewer and water line by a developer subdividing a piece of property or for a stormwater line applicable to a road that needs to be built to service a new home or commercial building. Development Engineering assesses the designs provided and gives input, carrys out site visits and inspections, and accepts assets into City ownership. Over the course of a land development project, you can expect to spend some time with the Development Engineering team.  Development Engineering will work with you to ensure that the assets you create are a good fit for your project and in accordance to the City's standards and requirements.

Site Assessment Review or SAR

Adoption of the 2012 (Amended 2014) Washington State Department of Ecology Stormwater Management Manual for Western Washington (SWMMWW) must be completed by the end of 2016 and will impact permitting requirements. The adoption of the SWMMWW is requred under the City's Western Washington NPDES Phase II Municipal Stormwater Permit. The NPDES also requires the City to remove barriers and encourage the use of Low Impact Development (LID) stormwater managment techniques. In an effort to remove barriers and encourage use of LID techniquies the City is considering the creation of a new review process, the Site Assessment Review (SAR). This review will be administrered by Development Engineering under the Department fo Public Works. This review must be obtained before submitting for building permits as required by BIMC 15.19 (pending adoption).

Development Permits administered under the Department of Planning and Community Development are already required to submit the Site Assessment Information. Beginning January 1, 2017 all Planning permits submitted must follow the 2012 SWMMWW and the revised code
